Catholic Healthcare to Transform Maroubra Hub for Ageing Locals

Catholic Healthcare is transforming a former bowling club site in Maroubra into a massive integrated seniors precinct where more than half of the land will be dedicated to public green spaces and community wellness hubs.

For older residents, moving into care often means leaving behind the familiar streets and communities they know so well. This new project aims to change that pattern by creating a space where people can comfortably age in place. The development will replace the old RSL Memorial Bowling Club on Malabar Road with 55 independent and assisted living apartments alongside a 44-bed residential care home. 

The apartments feature two and three bedrooms with larger-than-average balconies and extra rooms, specifically designed for people looking to downsize from large family homes without sacrificing their personal space.

Catholic Healthcare chief executive Josh McFarlane noted that the project is about creating an environment where older people can thrive and find a strong sense of belonging. The site will offer a hybrid model of care, meaning residents can easily transition from independent living to higher care as their personal and medical needs change over the years.

A Coastal Community Hub

Rather than building an isolated facility, the developers want this site to blend seamlessly into the surrounding neighbourhood. Just 300 metres from the beach, the buildings are designed by architecture firm GroupGSA to reflect the local environment. The structures, ranging from two to five storeys, will feature brick, soft timber, and bronze-coloured metal to mimic the natural look of coastal rock formations.

The site is heavily focused on public integration. A new pedestrian pathway will extend Rossiter Avenue, giving everyone in the area an easier walk between Malabar Road and Mons Avenue. On the ground level, a large wellness village will offer a public cafe, a swimming pool, a cinema, a hair salon, and a chapel. These shared spaces are meant to encourage residents to stay active in the everyday life of the suburb instead of retreating from it.



Focus on Green Design

Construction on the new precinct is scheduled to begin in early 2027. Planners have placed a heavy emphasis on environmental responsibility, aiming for a top-tier sustainability rating. The design relies on passive cooling, using natural sea breezes and large windows to reduce the need for artificial air conditioning and heating.

The grounds will feature solar panels, electric vehicle charging stations, and new trees to support local wildlife. In addition to the public areas, the precinct includes rooftop courtyards and special protected gardens for residents living with dementia. This Maroubra project is just one piece of a broader strategy for Catholic Healthcare, which is spending more than $600 million over five years to build similar community-focused senior hubs across New South Wales in areas like Blacktown, Wahroonga, Forbes, and Lewisham.

Maroubra Aged Care Precinct Approved After Major Plan Revision

A revised Maroubra seniors housing development has been approved for Malabar Road, reducing an earlier larger scheme while keeping a mix of residential aged care, independent living, assisted living and shared facilities near the coast.



Smaller Maroubra Scheme Approved For Malabar Road

A long-running seniors housing proposal in Maroubra has reached a new milestone, with a revised plan approved for 481–499 Malabar Road after the earlier development was reduced in scale.

The approved modification changes the project from 164 beds to 99 beds. The earlier scheme comprised 108 residential aged care units and 56 independent living units, while the revised plan now comprises 44 residential aged care units, 41 independent living units and 14 assisted living units.

The change reshapes the size and accommodation mix of the precinct while keeping the site focused on seniors housing, care and related shared facilities.

Design Changes Included In The Maroubra Approval

The approved modification includes several changes to the way the Malabar Road site will be arranged and accessed. Gates have been removed from the plan, while the Mons Avenue side of the development has been adjusted to break up the appearance of the built form.

The porte-cochere and basement access previously planned from Mons Avenue have also been removed. Loading and basement vehicle access have instead been consolidated from Malabar Road.

Other changes include alterations to residential aged care facility rooms, a rooftop communal open space and the relocation of the café. The broader precinct is also planned to include community and wellness services, shared areas, renewed landscaping and improved pedestrian connections.

The site is about 300 metres from the beach, placing the project within a coastal part of Maroubra.

Earlier Approval Was Later Reworked

Catholic Healthcare acquired the Malabar Road site in 2016. An earlier approval was granted in 2019 for a larger development, which included 108 residential aged care units, 56 co-located independent living units and an on-site community and wellness facility.

That plan was later refined after delays linked to the Covid-19 pandemic, the findings of the Aged Care Royal Commission and updated market research into the needs of older people in the Maroubra area.

The revised application was lodged on 5 November 2025 and referred on 3 March 2026. The modification was approved on 8 April 2026.

Catholic Healthcare Plans Wider Investment

The Maroubra project forms part of Catholic Healthcare’s plan to invest more than $600 million over five years into five integrated living communities across New South Wales.

Other developments are under way in Wahroonga, Blacktown and Forbes, with another planned for Lewisham.



The approval sets the revised direction for a smaller seniors housing precinct combining residential aged care, independent living, assisted living, wellness services, communal open space and a café on the Malabar Road site.
